How can having a links page drive Targeted visitors to your website?

When you swap links with others, make sure they are targeted towards your market. Swapping links is good for your business. This way you're offering other content related to yours, and this will keep people coming back.

When you swap with other websites related to yours, your link is also going on their website targeted towards your market. Swapping with other webmasters gives you the opportunity to get to know other people as well.

Have you heard before that the more websites that link back to you is good for the search engines when they are indexing your website?

Yes, it's true. If you have your own host, you can see that in your stats. It gives you information on how many other websites your website is linked from. The more links pointing towards your website, the better placement the search engines will give you.
